From 1 October 2024, the Ministry has taken over responsibility for publishing Regulatory Impact Statements (RISs), previously managed by the Treasury.
RISs published before this date will remain accessible on the Treasury website for now, as well as on the responsible department’s website.
The Government expects robust analysis and advice to go to Ministers before decisions are made on regulatory change, to support high quality regulation.
RISs are documents which summarise a government agency's best advice to its Minister and Cabinet, including:
- a high-level summary of the problem being addressed,
- the options and their associated costs and benefits,
- the consultation undertaken, and
- the proposed arrangements for implementation and review.
RISs are published at the time the relevant bill is introduced to Parliament or the regulation is gazetted, or at the time of proactive release. By publishing all RISs after decisions are made, the Government ensures its decisions are open and transparent to the public.
