NZQA qualifications (levels 3-5)
There are four regulatory practice qualifications in the New Zealand Qualifications Framework. These are managed by Te Pūkenga.
- Core Knowledge (NZQA Level 3)
- Operational Knowledge (NZQA Level 4)
- Operational Practice (NZQA Level 4)
- Specialised Operational Practice in Audit, Inspection, or Investigation (NZQA Level 5)

Postgraduate Certificates in Regulatory Practice and Crown Entity Monitoring
The Wellington School of Business and Government at Te Herenga Waka — Victoria University of Wellington offers a Postgraduate Certificate in Public Management. The Postgraduate Certificate is for staff in central and local government agencies with regulatory functions and Crown entity monitoring roles.
Students complete four courses to qualify for a Postgraduate Certificate. Most courses are available in person at the Victoria University of Wellington Pipitea Campus at Rutherford House, Lambton Quay or synchronously via Zoom.

National Regulators Community of Practice – Professional Regulator course
National Regulators Community of Practice (NRCoP) is an active network of public sector regulators from all levels of government in Australia and New Zealand. NRCoP offers a self-paced, online course consisting of six modules that offers professional development for regulators.
This course aims to provide a common understanding of current regulatory practice and develop capability across the sector.
