Hairdressers and barbers review open for feedback
17 January 2025
The Ministry for Regulation’s review into the hairdressing and barbering industry has opened for feedback on the Ministry’s engagement hub.
We want to hear from business owners and hairdressing or barbering professionals and will be taking feedback via simple questionnaires that are provided on the hub from Friday 17 January through until midnight Friday 31 January.
We are also engaging directly with a range of other industry stakeholders.

Hairdressers and barbers provide a valuable service in almost every community. They make up a billion-dollar industry of more than 5000 mostly small businesses employing around 13,000 people.
The review will look at the suitability of the current rules, which were established in the 1980s, to the scale of the current industry while ensuring public health is protected.
The Ministry for Regulation is leading the review, working closely with the Ministry of Health and other agencies.
It is the Ministry for Regulation’s third review – the others were into early childhood education and agricultural and horticultural products regulations. These reviews are currently being finalised.
The hairdressing and barbering review is expected to be finished in the first quarter of 2025.
